Yes. A vest complements lights, it does not replace them. Legally and practically you should still run a white front light and a red rear light; the vest covers the side angles your lights don't.

The vest is lightweight and sits on the torso rather than the shoulders alone, so it doesn't ride up when you're low on the bars. Tighten the waist strap before you set off.
